Located on the 100 ft. x 100 ft. site of the original city hall and police building, the Neptune Beach City Hall is a 5,400 s.f., one-story building. The building fronts onto pedestrian oriented First Street, and parking is provided in a parking lot at the rear of the building and along a side street. A single corridor bisects the square building connecting the front entry lobby and the secondary access from the parking lot at the rear. The building is set back twelve feet from the curb and set on a two foot high rusticated base to reinforce the dignified appearance of a public building. The City Hall houses four departments and the Council Chambers. Each department occupies a quadrant of the building with the directors' offices in the four corners. The Council Chambers projects out in the center of the side of the building and expresses its special function on the exterior. Palm trees in grates in the sidewalk and semi-tropical planting in raised planters at the base of the building add to the exterior appearance. The building's structural system was selected to be economical while providing the wind resistance required for coastal construction. Exterior walls are stucco over concrete block and the roof is framed with steel. Roofing on the flat portion is modified bitumen and a raised gable roof which expresses the central corridor is covered with standing seam metal roof.
